Introduced the ROBINHOOD Act, a new federal tax on the ultra-wealthy designed to address one of the most glaring failures in the current tax code: the ability of the ultra-wealthy to take out tax-free loans against their assets. The ROBINHOOD Act would tax those loans at the capital gains rate, and raise approximately $27 billion per year.

Cosponsored Rep. Jayapal’s Ultra-Millionaire Tax Act, comprehensive legislation that would bring in at least $3 trillion in revenue over 10 years by requiring the top 0.05 percent of American households to chip in 2 cents for every dollar of wealth over $50 million.

Housing
Dan believes every American deserves a safe, dignified and affordable place to call home. With rents in New York City at an all-time high, Dan is working to expand housing supply, preserve Section 8, hold NYCHA accountable, and ensure New Yorkers are not displaced by higher rents.

Played a leading role in passing a reform of the Low Income Housing Tax Credit, which doubles affordable housing supply through this federal program.

Secured a $164 million grant, the largest in NYC EDC history, to revitalize the Brooklyn Marine Terminal, a redevelopment Dan led that will build more than 2,400 units of affordable housing and 6,000 units overall.

Secured more than $10.3 million for NYCHA developments in 2026 through Congressionally-directed spending, to be used for urgently needed repairs and renovations.

Helped to greenlight a mixed-use development at 5 World Trade, which will be the largest affordable housing development constructed in Lower Manhattan in years, with a full one-third of the 1,200 units set aside for deep affordability, and a portion of those reserved for 9/11 survivors.
