Taxing the Ultra-Wealthy 

 

Dan believes that the biggest problem facing our nation is rising wealth inequality, which prevents too many families from accessing the American Dream.

 

During his time in Congress, Dan has:

 

• Led efforts to close tax loopholes and crackdown on tax cheats, ensuring the wealthiest Americans pay what they owe.

• Worked to raise the corporate tax rate, to help pay for critical national priorities like child care and after school education. 

 

When Democrats take back the House this November, Dan will lead the push to:

 

• Pass his ROBINHOOD Act to close tax loopholes exploited by the ultra-wealthy to avoid paying their taxes. 

• Raise the corporate tax rate back to pre-Trump levels to make corporations pay their fair share.

• Tax excessive CEO pay and increase wages for workers. 

• Implement a more progressive tax code that supports vulnerable Americans and incentivizes economic development and job growth.

 

In Congress, Dan is already working to ensure our tax code benefits everyday Americans, and makes the ultra-wealthy and corporations pay their fair share:

 

• Introduced the ROBINHOOD Act, a new federal tax on the ultra-wealthy designed to address one of the most glaring failures in the current tax code: the ability of the ultra-wealthy to take out tax-free loans against their assets. The ROBINHOOD Act would tax those loans at the capital gains rate, and raise approximately $27 billion per year.

• Cosponsored Rep. Jayapal’s Ultra-Millionaire Tax Act, comprehensive legislation that would bring in at least $3 trillion in revenue over 10 years by requiring the top 0.05 percent of American households to chip in 2 cents for every dollar of wealth over $50 million. 

• Cosponsored Rep. Tlaib’s Tax Excessive CEO Pay Act, to raise taxes on corporations that pay their executives more than 50 times the wages of their workers.

• Cosponsored Rep. Doggett’s No Tax Breaks for Outsourcing Act, to require multinational corporations to pay the same tax rate on profits earned abroad as they do in the United States.

Housing 

​

Dan believes every American deserves a safe, dignified and affordable place to call home. With rents in New York City at an all-time high, Dan is working to expand housing supply, preserve Section 8, hold NYCHA accountable, and ensure New Yorkers are not displaced by higher rents. 

​

During his time in Congress, Dan has:

​

• Played a leading role in passing a reform of the Low Income Housing Tax Credit, which doubles affordable housing supply through this federal program. 

• Secured a $164 million grant, the largest in NYC EDC history, to revitalize the Brooklyn Marine Terminal, a redevelopment Dan led that will build more than 2,400 units of affordable housing and 6,000 units overall.

• Secured more than $10.3 million for NYCHA developments in 2026 through Congressionally-directed spending, to be used for urgently needed repairs and renovations. 

• Helped to greenlight a mixed-use development at 5 World Trade, which will be the largest affordable housing development constructed in Lower Manhattan in years, with a full one-third of the 1,200 units set aside for deep affordability, and a portion of those reserved for 9/11 survivors.

• Expand first-time homebuyer credits to make affording a home easier. 

• Invest in New York City Housing Authority (NYCHA) communities and redevelop our existing public housing supply. 

• Lower costs for renters by cracking down on junk fees and predatory practices.

• Introduced the Public Housing Emergency Response Act with Rep. Nydia Velázquez, to allocate $70 billion in funding for public housing capital repairs and upgrades throughout the country.

• Introduced the Emergency Safety and Security Grant Act, to provide increased HUD funds to NYCHA, to address everything from broken doors to faulty boilers. 

• Cosponsored Rep. Jayapal’s Housing Is a Human Right Act, transformative legislation to authorize more than $300 billion for housing infrastructure to reduce homelessness across America. 

• Cosponsored Rep. Ocasio-Cortez’s Green New Deal for Public Housing, which aims to retrofit, rehabilitate, expand, and decarbonize the entire nation’s public housing stock through hundreds of billions in investment over the next ten years.

• Cosponsored Rep. Frost’s End Junk Fees for Renters Act, to crack down on junk fee profiteering by landlords and empower tenants.

Health Care

​

Dan believes health care is a human right. No family should be forced to choose between high quality, affordable health care or putting food on the table. 

​

During his time in Congress, Dan has:

• Secured an urgently-needed extension of the Zadroga Act, guaranteeing long-term long-term funding for the World Trade Center Health Program for 9/11 survivors. 

• Successfully protected $850 million in federal funding for medical research in New York, as the result of his letter to the National Institutes of Health demanding it reverse grant cuts for lifesaving medical research.

When Democrats take back the House this November, Dan will lead the push to:

• Guarantee universal coverage by passing Medicare for All.

• Take on Big Pharma and health insurance companies to lower the cost of prescription drugs.

• Restore Republican cuts to Medicaid in Trump’s Big Ugly Bill with a better system.

• Generate significant investments in mental health resources for Medicaid recipients.

Dan has championed expanding affordable, high-quality health care since Day One:

​

• Introduced the 9/11 Responder and Survivor Health Funding Correction Act with Rep. Garabino to permanently fund the World Trade Center Health Program (WTCHP) and update an outdated funding formula to prevent a future funding shortfall, ensuring survivors and first responders don’t lose access to care.

• Introduced the Michelle Alyssa Go Act, to more than double the number of long-term beds for acute mental illness available for Medicaid recipients.

• Introduced the Strengthening Medicaid for Serious Mental Illness Act, to increase funding for community-based mental health treatment for Medicaid recipients. 

• Cosponsored Rep. Jayapal’s Medicare For All Act, to provide comprehensive health care to every American with no premiums, no co-payments and no deductibles.

• Cosponsored Rep. Doggett’s Medicare Dental, Vision, and Hearing Benefit Act, to expand access to dental, hearing and vision care for the 68 million American seniors on Medicare.

• Cosponsored Rep. Kelly’s Improving Seniors’ Timely Access to Care Act – zero-cost legislation to improve access to care for seniors enrolled in Medicare Advantage (MA) plans.

Cheaper Food & Essentials

Dan believes families should be able to afford healthy, nutritious food and everyday essentials. Corporations shouldn’t make their profits off the back of working families.

During his time in Congress, Dan has:

• Secured critical SNAP EBT theft protections amidst Republicans slashing food and nutrition programs.

• Helped secure an extension of reimbursement for victims of SNAP fraud, which can be devastating for working families. 

• Provided over half a million dollars in Congressionally-directed spending to the UA3 Food Bank Network and the Rethink Food Fleet to help fight food insecurity. 

• Provided a quarter million dollars in Congressionally-directed spending to Community Help in Park Slope Inc. for a mobile food pantry unit.

• Reverse Trump’s disastrous tariffs, which have driven the cost of food and essentials to record highs.

• Expand SNAP eligibility and increase monthly benefits for families.

Universal Childcare & Family Leave

Dan is a co-founder of the Congressional Dads Caucus, which includes universal childcare, paid family leave, and the early child tax credit as its three pillars. These programs help parents pursue careers, give children a high-quality education, allow for families to have flexibility in times of need, and invest in our economy.

During his time in Congress, Dan has:

• Helped cofound the Dads Caucus, which brings Members of Congress together to advocate for universal health care, a national paid leave program, ensuring affordable and accessible child care, and supporting the expansion of the Child Tax Credit.

• Provided $1.7 million in Congressionally-directed spending to Hamilton-Madison House to re-open its Childcare and Family Support Center at NYCHA Smith Houses.

• Cosponsored Rep. Schrier’s Improving Child Care for Working Families Act, to help families afford childcare by increasing the cap set on the Dependent Care Assistance Plan (DCAP), which allows families to set aside part of their pre-tax income to cover childcare expenses.

• Cosponsored Rep. Hayes’ Caring for All Families Act, to guarantee small necessities leave and make important updates to the definition of family to ensure a broader range of caregiving relationships are covered by the Family Medical Leave Act (FMLA) protections.

• Cosponsored Rep. DeLauro’s Family and Medical Insurance Leave (FAMILY) Act, to guarantee up to 12 weeks of partial income for workers who have to take leave for serious medical and family events.

Clean and Affordable Energy

​

Dan believes climate change is an existential threat to humanity and fully supports our transition to clean, renewable energy sources. Addressing climate change at home and abroad must be a top national priority.

During his time in Congress, Dan has:

• Convinced House Republicans to help lift the Trump Administration’s stop work order on Empire Wind 1, an offshore wind farm in New York that had been unfairly targeted.

• Led opposition to the proposed Northeast Supply Enhancement Project (NESE) pipeline, which threatens marine ecosystems in New York Harbor.  

• Secured legislative language that mandates the United States Army Corps of Engineers (USACE) take steps to protect New York City from the threats of climate change, including extreme storms and flooding.

When Democrats take back the House this November, Dan will lead the push to:

• Invest greater resources in the deployment of renewable energy technologies like offshore wind, solar, and geothermal, while connecting them to the electrical grid and storing excess energy.

• Incentivize the development of cutting-edge, American-made clean energy technologies with targeted tax credits.

• Repeal tax breaks for oil and gas companies to redress the worst impacts of fossil fuel emissions.

• Surge investments in environmental justice for historically disadvantaged communities that have disproportionately felt the brunt of pollution.

Throughout his time in Congress, Dan has been a champion for renewable energy and the environment:

• Led efforts to simplify permitting for offshore wind projects, by pushing Congress to pass efforts to reform the Bureau of Ocean Energy Management (BOEM) to ensure the timely review and permitting of offshore wind projects.

• Cosponsored Rep. Ocasio-Cortez’s Nonrestrictive Offshore Wind (NOW) Act, to advance clean energy development on our public lands and waters by repealing ties to fossil fuel leasing requirements.

• Cosponsored Rep. Thompson’s American Energy Independence and Affordability Act, to restore the historic renewable energy tax incentives passed in the 2022 Inflation Reduction Act. 

• Cosponsored Rep. Levin’s Energy Bills Relief Act, to prioritize lower energy bills for consumers and ensure access to low-cost energy for our homes, businesses, and economy.

• Cosponsored Rep. Levin’s Clean Electricity and Transmission Acceleration Act, legislation that comprehensively addresses the permitting issues that are holding back the American clean energy transition.

• Cosponsored Rep. Kamlager-Dove’s CLEAN Energy Act, to repeal the mandate to hold an onshore oil and gas lease sale in the 120 days prior to issuing an onshore solar or wind right of way.
